1. Cook a romantic candlelight dinner and have pictures of your wedding centered around the table and area you will celebrate...rose petals leading to the table .....super romantice...don't buy the flowers....its so predictable...if you cant cook order in and just set it up nicely!! :)
2. THe official gift for a first anniversary is Paper.

4. Since budget is an issue, cook her a special dinner. Get some simple recipes online and take over the kitchen. Give her a nice luxurious bubble bath and massage and ???
Make your own gift certificate coupon book using the computer for somethings throughout the year. Like a foot massage or cleaning the kitchen or doing the laundry or a homemade dinner.
One really sweet thing you can do is find a poem online and edit it a bit to personalize it and print it out on pretty paper.
I'm kinda sleepy now so my brain has had enough but you get the idea.

Traditionally the first anniversary gift is paper so how about tickets to a show she'd like to see (it doesn't have to be expensive, any biggish city has local theatre groups that put on regular shows) or a book by her favourite author . Or even just sit down and write her a long heartfelt letter telling her how happy your first year as her husband has been that you can present to her after a home-cooked meal that you have prepared yourself.
6. Paper is traditional. Are you and your wife traditional? If so you could give a poem or song that you've written for her. It's romantic and women love this kind of gesture. Otherwise you might want to think about an alone night that you cook for her and do something really romantic like the rose petals (the fabric ones of course) on the floor and bed and candles everywhere. 7. As previous poster already pointed out the first anniversary is paper.
So tickets somewhere. A concert, a movie. Maybe you explain the tradition to her and spend that weekend out at the lake. Make her a romantic picnic and serve all the food for the trip on paper plates.
Are you a romantic kind of guy? Get a really nice leatherbound blank journal/sketchbook from the craft store. ($10?). Inside use at least a whole page to write her a love note. Include a tag that explains that in the future (maybe every 6 months) you will add a new letter to the pages for her and if she wants she can write one back to you. Depending on how close together you set the date of when you add to the book at the end she'll have a really great keepsake.
As a side note whenever you have a fight it's also good to have something visual like that to remind her why she's married to you lol.
