I kind of like her and we talk alot and always hug and say hi in the halls and like she has a bf but we dated a while back and still kind of like eachother we text a lot and one day she calls me and we talk for a while and she is like im gonna call you a lot and were bestfriends and **** does that mean i can call her just to talk go into detail if you can

If you truly want to call her up solely to talk, then I would say that that's alright, seeing as you're good friends and all.
As to how you would start this call, do it the same way you would any other phone call. "Hello", "Hey", "What's up?", etc. You two are friends, so you should be able to talk to each other on the phone.
