7. I would not come on too strong or you might unintentionally scare him off. Maybe he is just not into the physical things, like holding hands, etc. I suggest just continuing to spend time with him some more, do things he likes to do, etc, and he might come around even if it is just holding hands. It's been three weeks, it might be too soon for him. Give it time.

My boyfriend and I have been together for almost two years, but when we first started going out we were in much the same situation with him being shy around me. As we got to know eachother more and spent more time with eachother he became much more affectionate and much less shy. I would venture to guess that the same would apply with your boyfriend.
