I like this guy but he's my best friend for like 4 years. He also has a girlfriend whom i hate. Do I tell him?

1. What specifically do you want to tell him? Do you want to tell him that you like him? Or do you want to tell him that you hate his girlfriend? If there's some reason that his girlfriend doesn't sit right with you and some other friends of yours (and his) agree, you have every right to tell him. Everyone has friends before they have a boy/girlfriend and if the friends notice something bad (incompatibility, clinging, bad influence, etc), they should let their friend know. Your friend might be looking through rose-colored glasses and might not notice something that could be hazardous down the road. Now, if you wanted to tell him that you like him, that's another story. If I was in your situation, I would wait until he is no longer dating this girl (otherwise it could be weird/awkward). Then, I would try to spend some one-on-one time with him, which shouldn't be too hard if you two are already good friends. Then, when the time is right, I'd tell him that I've had feelings for him. It'll require guts and waiting for that to come will take time. My two best bits of advice are Confidence and Patience.
