1. Tell him that you are not intrested .But if he continues you will contact his wife
2. Don't let yourself be alone with this person. Is she a friend? If she is, then just be clear that friendship is all you want. If she is not your friend then just stay away from her period.
3. Tell her/him bluntly and in no uncertain terms exactly what you said in the question that you won't cheat and that you won't help another cheat.

It's more fun when my GF is present and some ladies who come on strong when she's there are only frieindly when she's not. It's a safety net for both of us.
