California marriage certificates have to be signed and mailed within 10 days... What if my priest forgot to mail the marriage certificate within that time frame????

Sorry, I meant marriage license.
2. Call your priest and ask when it was mailed. You could have brought in in yourself, would have made it happen faster.
If he mailed it, call the county clerk office and see if they received it...
3. Usually you just have him sign it and you take it to the department of vital statistics yourself. I would not worry too much you can call the County Clerks Office where you were married and find out if it was submitted to them... usually you have to pay for a marriage certificate too so if you haven't done that then that is why you haven't received it yet probably.
